When did the problem start and how long had it persisted? Common sense questions not advanced technical question form a licensed contractor.
The customer pulled the invoice off the kitchen table and showed it to the 800 ODD JOBS Franchise owner. The customer said that the only thing wrong was that the toilet was leaking water constantly and he noticed his water bill had almost tripled over the previous month. He phoned a licensed plumber to repair the toilet as he could hear water running inside the toilet and it was flushing itself about every 10 minutes.
The handwritten invoice stated:

The 800 ODD JOBS owner asked about this cost deletion. He was informed by the customer that that amount could be removed if they didn't have to haul off the old toilet. The licensed plumbing contractor “generously” offered to just put the old toilet in the basement and reduce the price to “help them out”.
The 800 ODD JOBS owner went to the basement and found the old toilet. It was a good quality Elgin, solid porcelain high quality toilet with the large flush capacity that you cannot even purchase anymore due to federal water flow restrictions on toilet water flush capacity being constantly reduced. The 800 ODD JOBS owner inspected every aspect of the porcelain toilet for cracks of damage. There was none.
Next he leveled the toilet put water into the bowl from a bucket and immediately determined the water was simply leaking around the rubber flapper flow valve that is operated by the handle with the chain attached to it. It became clear very quickly that the reason the toilet was leaking was due to the chain having been kinked and wrapped thus shortening its normal or previous length, which allowed the rubber flapper seal to completely seal the bowl against water leakage.
The diagnosis was “unkind the chain to restore the necessary length for the rubber flapper to close properly, which he did and showed the homeowner the results. He explained that there was no damage to the toilet, all interior toilet parts can easily be replaced by most home owners themselves. And it doesn't require a license to un-kink the chain. If 800 ODD JOBS had been contacted this job would have resulted in 5 minutes work and a nominal trip charge only.
